Palamuse parish house iis the first public passive house in Estonia. The building is rustic and shaped as three-quarters of a circle. This low-scale building tries to blend in to the landscape with it’s smooth lines and grassy roof. The center of the building is a spacious semi-circular council room. The outer circle of the building has office workers rooms – the outer circle and inner circle are connected with corridor. The council room joins a conservatory which continues with a spacious terrace – these are located in southwest of the building.
